Turning that potential into an actual subdivision starts with knowing exactly where the property lines sit, and old rural deeds rarely make that easy.
Confirming Where the Parcel Sits Relative to the Service Boundary
The planning limit and the legal property description are two different things, and they have to be compared. A planning map shows the service boundary as a line drawn at a large scale, sometimes following a road, a stream or an old parcel edge. The property’s legal description comes from deeds that may predate that map by generations.
The surveyor overlays one on the other. Crews establish where the parcel actually sits on the ground, then compare that against the mapped service limit. Sometimes the whole property falls inside. Other times the line runs right through it, leaving part inside the service area and part outside.
That distinction changes everything about a project. Land inside the boundary can usually connect to public utilities and support denser development. Land outside may face very different rules. Knowing which portion is which, measured rather than guessed, tells a developer what they’re actually working with.
Resolving the Full Boundary Before Development Design
The entire outer boundary has to be settled before any design begins. Rural parcels often carry vague descriptions that reference fence lines, creek banks or neighbors who owned adjoining land decades ago. Those descriptions worked when the land was farmed and nobody cared about a few feet.
The surveyor resolves them through research and fieldwork. Crews pull the deed, prior surveys, adjoining property records and any plats that touch the parcel. Then they search the ground for original corner markers, whether iron pins, stones or marked trees. Each piece of evidence gets weighed against the record.
Adjoining ownership matters as much as the parcel itself. A boundary is shared with the neighbor on the other side, so the surveyor checks how that neighbor’s deed describes the same line. Where the two disagree, the survey documents the conflict. Settling it before design prevents a subdivision line from inheriting an old dispute.
Locating Easements Needed for Future Urban Utilities
Urban development requires utility corridors that rural land never had. Water mains, sewer lines, storm drainage and access all need dedicated space, and that space usually takes the form of easements. Some already exist on the property, and others have to be created as part of the subdivision.
The survey locates the existing ones first. Crews find recorded easements, plot them from the documents, and check the ground for physical evidence like pipelines, poles and manholes. An existing utility corridor can shape where new streets and lots go, so finding it early affects the whole layout.
New easements get planned around the development. A sewer line serving future lots needs a route, and that route needs a defined width and a legal description. The surveyor works with the engineers to position those corridors so they serve the design without wasting buildable land or stranding a lot.
Dividing the Property Into Practical Development Parcels
Turning one large tract into a subdivision means drawing lines that actually work. The surveyor and the design team consider road connections, terrain, drainage and utility access together, since a lot that ignores any of those becomes a problem later.
Access drives many of the decisions. Every lot needs frontage on a street or a recorded access route, so the road layout comes first and the lots follow. Terrain shapes the rest. Steep areas, drainage ways and low ground all influence where lines can sensibly go.
Utility service ties it together. Lots have to sit where water and sewer can reach them, and gravity sewer in particular follows the land’s slope. The survey provides the measured information that lets the team position lots where the infrastructure can actually serve them, rather than forcing expensive workarounds after approval.
Preparing Plats and Legal Descriptions for Approval
The finished layout becomes a plat, which is the legal document that creates the new parcels. It shows every lot with dimensions and area, the street rights of way, the easements, the new corner monuments and the certificates the jurisdiction requires. The surveyor signs and seals it.
Legal descriptions accompany the plat. Each new lot gets a written description that matches the drawing exactly, since those descriptions become the basis for future deeds. Any disagreement between the plat and the descriptions creates a title problem down the road.
Review comes before recording. Planning staff, utility providers and sometimes the health department examine the plat against local rules. A subdivision entering the urban service area often triggers extra scrutiny about how it connects to public systems, so accurate survey work at this stage keeps the approval moving instead of stalling on questions.
